Snowden indicated as much in an open letter to Brazil. He warned, in no uncertain terms, that the surveillance state has little to do with preventing terrorism and that instead it was focused on “economic spying, social control, and diplomatic manipulation.” There’s no doubt whom this sort of activity actually benefits.
